Apple's Xcode 3.0 Available for Download

Apple's Xcode 3.0, the application development tool set that ships with Mac OS X 10.5, is available as a free download from Apple's Developer Connection Web site. Xcode 3.0 includes the Xcode IDE, Dashcode, Instruments, Interface Builder 3, and more.

The downloadable version of Xcode 3.0 is the same version that is available on the Leopard installer DVD, but does not require a Leopard disc to install. Additional information about Apple's application development tool set is available at the Apple Web site. Xcode 3.0 is available for download at the Apple Developer Connection Web site.

According to the release notes, XCode 3 is only for Leopard. Useful to know before you go rush to download the 1.1 GB installer.

P.S. As a service to all , I did download the installer, and I can confirm that it will not run on Tiger. Perhaps with some Pacifist tweaking, it would install, but I'd be surprised if the tools ran at all.
